What if a young lady who I may have hurt in the past decided that she wanted revenge and sought me on the internet or database to gather vital information about key events in my life like when was I employed and where. That would certainly be a life threatening situation!

Ideally, to find a person by their social security number should by no means be easy. It should be protected and so hard to find that it would come second to hacking into the Pentagon.
